This dataset is released under **CC0 1.0**. The upstream
[LICENSE.md](https://github.com/HistoryAtState/frus/blob/master/LICENSE.md) says:

> As a work of the United States government, this project is in the public domain
> within the United States of America.
>
> Additionally, we waive copyright and related rights in the work worldwide
> through the CC0 1.0 Universal public domain dedication.

and

> Unless expressly stated otherwise, the person who associated a work with this
> deed makes no warranties about the work, and disclaims liability for all uses of
> the work, to the fullest extent permitted by applicable law. When using or
> citing the work, you should not imply endorsement by the author or the affirmer.

The repository README adds: "The files in this repository are in the public domain
and may be copied and distributed without permission"; see
<https://www.state.gov/copyright-information/#copyright>.

Upstream does not prescribe a citation format. The conventional form for a FRUS
document, built from the `volumes` fields, is:

> *Foreign Relations of the United States, 1969–1976*, Volume XXIV, *Middle East
> Region and Arabian Peninsula, 1969–1972; Jordan, September 1970*, ed. Linda W.
> Qaimmaqami and Adam M. Howard (Washington: Government Printing Office, 2008),
> Document 176. https://history.state.gov/historicaldocuments/frus1969-76v24/d176

For the source files, cite: U.S. Department of State, Office of the Historian,
*Foreign Relations of the United States*
